Who is Dharmendra Pradhan?

Dharmendra Pradhan, born on 26 June 1969, is an Indian politician serving as the 9th Minister of Education since 2021. He previously held cabinet positions as Minister of Petroleum and Natural Gas (2014–2021) and Minister of Steel (2019–2021).

Born in 1969 and educated at Utkal University, he is a Rajya Sabha member from Madhya Pradesh. He was re-inducted into the cabinet following the 2024 general election. His diverse ministerial background — spanning energy, industry, and skills — has shaped a pragmatic and reform-oriented approach to education governance.

The Ministry of Education: Scope and Structure

The Ministry of Education (MoE) is a ministry of the Government of India, responsible for the implementation of the National Policy on Education. The ministry is divided into two departments: the Department of School Education and Literacy, which deals with primary, secondary and higher secondary education, adult education and literacy; and the Department of Higher Education, which deals with university-level education, technical education, and scholarships.

The portfolio covers more than 260 million enrolled students, over 1.5 million schools, 1,100 universities, and a public spending envelope of close to ₹1.5 lakh crore in the 2025–26 Union Budget — making it one of the most consequential portfolios in the Union Cabinet.

The National Education Policy (NEP) 2020: A Transformative Agenda

The centrepiece of Pradhan’s tenure has been the implementation of the landmark National Education Policy 2020. The NEP 2020 replaces the earlier 1986/1992 policy and proposes a 5+3+3+4 curricular structure, mother-tongue instruction up to Grade 5, a four-year undergraduate programme, and a target of 6 per cent of GDP on education.

The policy aims to reduce curriculum overload, promote multidisciplinary learning, emphasise regional languages, enhance digital and vocational education, and phase out rote learning. These changes represent a fundamental shift in how India approaches the education of its youth — from memorisation-based schooling to critical thinking and holistic development.

Key Initiatives Under Pradhan’s Leadership

Skill India and Vocational Education: Dharmendra Pradhan has been actively promoting the Skill India Mission, integrating vocational courses in the school curriculum, and strengthening digital learning platforms like DIKSHA and SWAYAM.

NIPUN Bharat: The NIPUN Bharat initiative targets foundational literacy and numeracy for every child by Grade 3 by 2026–27, aiming to ensure that no child passes through the early years of schooling without mastering basic reading and arithmetic.  IAS

Innovation in Higher Education: MoE’s Innovation Cell was established to systematically foster a culture of innovation, entrepreneurship, and startups in all major Higher Education Institutions in India.

Challenges and Controversies

No tenure of this scale comes without challenges. In 2024, the ministry faced scrutiny following allegations of malpractice in the NEET-UG examination. The Supreme Court of India found no evidence of large-scale malpractice, though isolated incidents led to over 100 arrests. Pradhan responded by commissioning reforms to the National Testing Agency (NTA) to restore public confidence in entrance examinations.

Since independence, India’s education system has seen significant evolution — from a mere 12% literacy rate in 1947 to nearly 75% today.
